Our Story
MBL Technologies, Inc. was founded in 2007 by our CEO and President, Matt Buchert, a Service-Disabled, U.S. Navy veteran. Matt started MBL to provided cybersecurity solutions that support HHS’s mission of securing systems and information for the healthcare industry. Today, MBL has evolved into a digital solutions firm that provides a variety of services to clients in the federal, civilian and commercial markets.

Matt Buchert
CEO & President
Matt Buchert is MBL’s CEO and co-founder, and a U.S. Navy veteran. He has more than 16 years of IT experience with an emphasis on enterprise platform development. He also has expertise leading project teams in software development and systems engineering projects through the full system development lifecycle. Matt is a diehard fan of the Washington Capitals, and he’s “rocking the red” for the team most weekends.
Denis Lynch
Chief Operating Officer
MBA, CISSP, CPP, PMP
Denis Lynch has 23 years of experience designing, developing and implementing audit-defensible security, continuity and resilience programs across the federal government. As MBL’s chief operating officer, Denis oversees all aspects of both business operations and client services, including business development, security, IT operations and contracts/project management. Denis is an active member of ASIS International and ISC2. His work on behalf of these organizations helps him tailor solutions to our clients’ needs while improving MBL internal operations. Outside of work, Denis is a recovering endurance runner, using his cross-country treks ferrying his daughters to universities as a convenient excuse to scout the perfect location for "just one more trail race."
Courtney Schiffman
Vice President, Solutions Delivery

Courtney has more than 20 years of experience as a trusted cybersecurity subject matter expert and advisor. She has managed private and public sector portfolios with a focus on achieving strategic results while defining and implementing tailored solutions spanning numerous security disciplines. She is an avid fan of professional tennis, so she actively serves as our ISO certifications lead, driving match points in compliance checks, and also supports her project teams with a strong opener.
J. Alexandre Chanoine
J.D., Senior Director, Data Privacy, CIPP
Chanoine is a privacy attorney and a regulatory privacy compliance subject matter expert with more than 17 years of regulatory privacy experience. He has extensive regulatory and statutory expertise in federal, state and European data privacy policy and privacy regulations, including HIPAA, HITECH, Privacy Act, GDPR, COPPA, CCPA, CPRA and CDPA, and compliance with federal, state and U.S. Department of Defense regulations. Alex is a global soul with Haitian roots, often overhead referring to a glass of "warter" like a New Yorker. He lives with his family in VA.
Israel Rivera
Senior Director, Congressional Affairs, CISSP, PMP
Israel has over 25 years of consulting and project management experience spanning the fields of operational resilience, business continuity, cybersecurity, information technology and facilities planning. He is experienced working with federal, state and commercial entities, as well as working consistently with senior leadership and technical and non-technical personnel. If you want to test out your debate skills, we recommend trying to convince Israel that any sports team from NYC is not the best.
Monika Edwards, Director, PMP, CIPP/US, CHPS, CIPM, FIP, CDPSE
Experienced privacy professional with 15+ years of experience leading healthcare privacy programs focusing on privacy program framework design, AI tool adoption and risk assessment, data protection, compliance monitoring, privacy assessments and workforce training. Proven success partnering with senior agency stakeholders to elevate programs through innovation and efficiencies ensuring privacy compliance across strategic plans and engagement of emerging technologies. Outside of work, she is likely to plan ski or summer trips for family and friends. Those going on the trip, may or may not be aware they are going somewhere.
